A Workshop on Hydrometeorology Helps Collaboration between Turkmenistan and China

The Xinjiang Institute of Ecology and Geography (XIEG) of the Chinese Academy of Science jointly launched the Action Plan for Green Technology Development in Central Asia (“the Action Plan”) with Central Asian partners, including the Ministry of Environmental Protection of Turkmenistan, at the High-level Forum on Green Development during the Third Belt and Road Forum for International Cooperation on October 18, 2023.
To implement the Action Plan and meet Turkmenistan’s needs for China’s advanced hydrometeorology technologies, XIEG has organized a workshop in Xinjiang, China for the delegation from the Ministry of Environmental Protection of Turkmenian from April 24 to 30, 2024. During the workshop, Nazar Bayramov, Head of the Hydrometeorology Department of the Ministry of Environmental Protection of Turkmenistan and his delegation members had meetings with XIEG, the Xinjiang Uygur Autonomous Region Meteorological Service, and the Xinjiang Tarim River Basin Authority, to exchange and share the knowledge and experiences related with advanced hydrometeorology monitoring system and applications.
Jilili Abuduwaili, Deputy Director of XIEG, extended a warm welcome to the delegation in the opening session of the workshop, presented an overview of XIEG’s general information, priorities, and future plans. Nazar Bayramov introduced the scope of work, date monitoring and sharing, and international collaborations of the Hydrometeorology Department. Both parties reached a consensus on cooperation in multiple areas, including hydrological monitoring and simulation, postgraduate education, and technical training.
Nazar Bayramov and his delegation exchanged views with heads from the Xinjiang Uygur Autonomous Region Meteorological Service, covering topics including hydrometeorological equipment, data collection, monitoring and forecasting. They also discussed plans for holding international conferences and initiating training programs for meteorological talents. In addition, Nazar Bayramov and his delegation visited one laboratory and several centers under the Xinjiang Uygur Autonomous Region Meteorological Service, gaining a detailed understanding of Xinjiang’s meteorological monitoring, forecasting and warning, meteorological hazard mitigation, research on climate change, and others.
During their visit to the Xinjiang Tarim River Basin Authority, Nazar Bayramov and his delegation got basic information about the intelligent water resources management system implemented in the Tarim River basin, and inspected some key sites along the Kongque River, Bositeng Lake, and Kaidu River, gaining a deep understanding of Xinjiang’s advanced equipment and technologies for water resources management.
Nazar Bayramov and his delegation also visited the Fukang National Field Scientific Observation and Research Station for Desert Ecosystems, and the Ulan Wusu Agricultural Meteorological Experimental Station. At these two stations, they learned the use of relevant equipment for agrohydrological and meteorological monitoring, as well as data services in supporting agricultural development and scientific research.
Through this five-day workshop, Nazar Bayramov and his delegation expressed their hope to further strengthen cooperation in scientific research and talent cultivation with Chinese governments and research institutions. This visit promoted the sci-tech collaboration in the field of hydrometeorology between Turkmenistan and Xinjiang, and foster the friendship of the people between two countries.
